El papel de las agencias de asistencia internacional en la creación de capacidades para la investigación en los países menos desarrollados

Resumen

El presente artículo parte de la idea de que las modalidades de apoyo del Norte para el desarrollo de capacidades de investigación en el Sur descansan sobre premisas específicas referidas a la producción y el uso del conocimiento. Afirma que la mayoría de los esquemas existentes tienden a basarse en supuestos que parecen necesitar una revisión, que ayude a explicar el bajo impacto de las asociaciones de investigación norte-sur para el desarrollo. Este argumento es ilustrado con un análisis de la colaboración Nicaragua-Suecia con el apoyo de SAREC. Se sugieren nuevas premisas a ser tenidas en cuenta a la hora de diseñar modalidades de apoyo a la construcción de capacidades de investigación, a saber: i) la noción de innovación como un proceso no lineal que involucra diferentes stakeholders y formas de conocimiento; ii) la necesidad de relevancia y responsabilidad social; iii) la idea de la autodeterminación y la apropiación local.
