Social Interactions in the Composition of Mountain Cities. Bariloche, Argentine Patagonia (1991-2006)

This article presents an analysis of the composition of a mountain city —Bariloche, Province of Río Negro, Argentina— during a period that goes from the creation of a new Urban Code in 1991 to the approval of the Municipal Charter in 2016. The analysis is carried out from a constructivist perspective, similar to the one applied in a study on the Plan Cerdá for the widening of the spanish city of Barcelona. The case of Bariloche is particular due to its natural constraints and political-demographic evolution. Between 1991 and 2006, a change is perceived in the relationship between social groups that take action and the technological controversies involved in the policies that define the city’s composition. The case shows how, even if it is in a partial and limited way, the residents are able to influence urban political decision-making.Downloads
