Elements for the collective construction of techno-scientific models in the context of the relationship between university, business and government

This paper displays a series of data acquired in a systemized manner from a research and application study of a soft technology in an electronic enterprise in the city of Medellin, Colombia. The article aims at contributing to the advances in the theoretical framework, in the process of collective construction of techno-scientific models in the context of the relationship between university, business and government. The methodological approach collects theoretical elements from the linear and non-linear models of innovation, from the concept of systematic efficiency developed by Fisher and from the techniques of the action-research method. This successful experience serves as a reflection regarding the need to implement technical systems that operate in favor of interactive processes, in order to allow the different agents involved to interact harmoniously, define their purposes, means and value scales, identify the nodal points, evaluate risks and assume the costs implicated in the decision.
