This paper aims to show the main obstacles to territorial endogenous development from the perspective of the Science, Technology and Innovation System (STI). Some of these obstacles are: a higher number of part-time professors (instead of full-time professors) in the university system, meager number of Ph. D professors working for the university and the production systems and an undetectable number of people doing Innovation and Development (I+D) in business and industry. These factors helped to produce a bottleneck that delayes the process of integral and sustainable development in many regions of Colombia.
