Governance and Management Processes within Argentina’s National Scientific and Technical Research Council (CONICET) between 1983 and 2008

This article examines the governance processes and changes in the governance of Argentina’s CONICET within the Public Research System (SPI, due to its initials in Spanish) between 1983 and 2008, analyzing the redistribution of authority, institutional coordination mechanisms, and tensions between academic and bureaucratic cultures. The study reconstructs the governance configurations that shaped decision-making, institutional planning, and the functioning of the main instruments for scientific promotion and implementation, considering both the agency’s internal dynamics and national political changes. A mixed-methods approach with a qualitative focus was adopted as the methodological strategy. The results allow for the identification of four stages: a norm-oriented academic governance in the 1980s, focused on transparency and institutional standardization; a corporate academic governance between 1989 and 1996, marked by the predominance of academic bodies in defining priorities; reformist academic governance between 1996 and 2003, highlighted by processes of organizational modernization; and collaborative academic governance between 2003 and 2008, characterized by institutional expansion and links with public universities.
