Science-Industry Cooperation: Can the Public Sector Learn too?

Abstract

This paper discusses the generally accepted idea that public-private cooperation only creates unilateral transfers of knowledge, from public research and development institutions towards industrial companies, and posits that there are ways of collaboration in which the creation of knowledge is joint and that these are characterized by the presence of bidirectional knowledge flows. By means of a multiple case research, this aspect is investigated in three public-private partnerships in the Argentine biopharmaceutical sector, and focus is placed on the knowledge flows and the identification of possible learning processes that the public sector develops by cooperating with companies.
