Interactive Learning Spaces and Innovative Circuits in Peripheral Contexts. Analysis of the Link between Academia and a Public Company in Uruguay (2008-2018)

Growth and development processes are linked to the formation of national innovation systems. However, this trend fundamentally characterizes central rather than peripheral countries. In the latter, interactions occur infrequently; in this sense, “innovation system” is an ex-ante concept specified by the absence of certain phenomena and processes. This differential empirical reference has led to the emergence of novel conceptualizations within the approach of innovation systems, with great analytical capacity in peripheral contexts, such as the notions of “innovative circuits”, “interactive learning spaces” and “learning policies”. Within the framework of these conceptualizations, this article analyzes an instrument to promote the link between research capabilities and production capabilities of ANCAP (an oil refining and fuel distribution public company in Uruguay), between 2008 and 2018. The instrument, called the ANCAP-Udelar Program, finances R&D projects led by Universidad de la República (Udelar, University of the Republic) researchers and aims to solve problems raised by the company. In this analysis, the Program is conceived as an “interactive learning space” and the projects developed within its framework as “innovative circuits”.Downloads
