Abstract

This article aims to analyze the particularities of governmental intervention in science, technology and productive innovation, based on the notion of “strategic steering capacity” as an articulated approach to State capacities and their forms of social rooting in the framework of strategies that guide action. Looking particularly at the case of science, technology, and productive innovation (STI) policy in the province of Santa Fe, Argentina, between 2008 and 2018, we propose a comprehensive study on the economic and organizational resources and the forms of cooperation and discipline with which governments intervene in the framework of specific public policies. The results of this research reveal a certain weakness in the direction of action in pursuit of a strategy for the qualification of Santa Fe's productive structure.
