A controvérsia sobre a engenharia genética na Europa e sua influência sobre a regulamentação

Resumo

Este trabalho apresenta os resultados de um projeto de pesquisa sobre o processo de regulamentação e o debate social na Espanha e na União Europeia em relação aos organismos geneticamente modificados, um ramo da engenharia genética. Os resultados mostram como diferentes atores sociais passaram a ter uma influência fundamental na tomada de decisões regulatórias. Tanto o desenvolvimento da tecnologia quanto a formação dos mercados para seus produtos foram marcados pelo conflito entre esses atores, cujo enfrentamento revela visões de mundo profundas sobre o papel da tecnologia na sociedade. Esse resultado indica a dificuldade fundamental de resolver os conflitos sociais em torno da biotecnologia, mesmo com o uso de métodos participativos na tomada de decisões.
