Co-criando valor público
Desafios a serem superados pela América Latina

A crescente complexidade, diversidade e dinamismo que a solução de problemas públicos ganha nas sociedades contemporâneas levou a encontrar nos conceitos de inovação social, inovação pública, inovação aberta e co-criação muitas das categorias descritivas e explicativas de um novo paradigma emergente de uma governança colaborativa e experimental. Neste cenário, os processos que exploram e reconsideram as formas de engajar cidadãos e comunidades para desempenharem um papel ativo na co-criação de serviços e políticas públicas aumentam sistematicamente. Surgem, assim, múltiplas iniciativas inovadoras a nível global para solucionar problemas públicos, ao mesmo tempo em que os governos, em diferentes graus e de diferentes formas, inovam no projeto de serviços e políticas, incorporando formas colaborativas e criativas e integrando abordagens de projeto (design thinking, projeto participativo) como ferramenta para promover a mudança. Simultaneamente, a web 2.0, as redes sociais e as diferentes formas de governo aberto contribuem com estes processos colaborativos. Este artigo explora os elementos diferenciais destas novas formas de co-criação, exemplificadas com diversas iniciativas globais e regionais, e levanta uma série de questões sobre os desafios e dilemas abertos para a América Latina.
