Os rankings e seus usos na governança universitária

Apesar das contundentes críticas realizadas por acadêmicos e autoridades universitárias de diversos países aos rankings universitários - principalmente devido ao reducionismo da metodologia utilizada, focada em um único modelo de universidade de pesquisa de elite -, seu impacto na governança das instituições de ensino superior resulta cada vez mais importante. Neste artigo analisamos como, conforme a experiência internacional, os rankings influenciam a governança universitária, afetando o processo decisório dos seus agentes internos e externos. Primeiro, os principais rankings são utilizados pelos estudantes internacionais, especialmente por aqueles com maior capital econômico e cultural, como um mecanismo para confirmar a escolha feita ao decidir onde cursar os estudos de pós-graduação. Segundo, são utilizados pelos governos para atribuir fundos de bolsas de estudos no exterior e na escolha de algumas poucas instituições a fim de consolidá-las como “universidades de classe mundial”. E, finalmente, a estrutura de governança interna das instituições utiliza os rankings na elaboração dos planos estratégicos e na atividade de benchmarking, analisando como poderiam concorrer melhor pelos estudantes e o financiamento nos próprios países e no plano internacional.Downloads
