This article aims to present the achievements, results and methodological aspects arising from the Second National Survey on Innovation and Technological Behaviour of business, along the period 1998-2001. This work reflects the efforts that are being made on this subject, in particular those related to the importance of analyzing not only results, but also innovation processes. Thus, this report attempts to continue and to advance towards the conceptual developments expressed at the Bogota Manual (2001), a tool that has become a valuable point of reference for measuring and analyzing the innovation process in Latin America.
