Abstract

Since the beginning of the eighties, different heterodox approaches postulate that desirable structural change relies on reallocation of production towards knowledge-intensive activities. In this context, Ocampo (2005) argues that the dynamics of productive structures are not only the result of innovation and learning processes but also of the existence of complementarities, linkages and networks between firms, productive activities and institutions. From this perspective, the author presents a typology of processes of structural transformation, defining as virtuous those sectors based on high levels of learning and complementarities. Based on this theoretical definition, Porta (2006) characterizes the recent Argentine productive structure by using a diagram that combines «learning» and «complementarities» in accordance to the main transformations occurred in the economy since the nineties. This paper aims at ranking Argentine industrial sectors according to the axis of structural transformation defined by Ocampo (2005) and operated in qualitative terms by Porta (2006) using quantitative indicators, and obtain upon this policy guidelines to move each activity into a desirable path of growth.
