The Public Health System and the Production of Science, Technology and Innovation in Brazil

In developing countries, the prioritization of science, technology and innovation (STI) has been highlighted as a strategy to strengthen health systems and create endogenous capabilities. The experience shows that this prioritization should not be carried out automatically. It is not a prescriptive process; on the contrary, it requires an adaptation to the different local realities. The lack of connection and dialogue between the diverse parties involved in health and STI policies arises as one of the main difficulties in this context. In the first decade of the current century, Brazil has been especially active in linking the demands of the public health system with STI production. The objective of this article is to analyze the evolution of policies and tools for the promotion of STI in health in Brazil during the 2000-2014 period, focusing on the evolution of health as a priority area in STI policies, and on the methodologies used to capture demands of the public health system. As a result of this analysis, its authors expect to advance in the understanding of the incentive systems that link STI with public health demands, as well as to point out the main challenges for the future.Downloads
