Ibero-American countries are urgently seeking solutions to immediate challenges in education, infrastructure, innovation, the environment, health, and social well-being. For several decades, specialists in science, technology, and society (STS) across Ibero-America have debated the contribution of science and technology to transforming living conditions—that is, their impact on various spheres of regional societies. The First Ibero-American Congress on Science, Technology, Society, and Innovation (STS+I) made it clear that there is growing emphasis on the need to create specific spaces and conditions that allow the general public to play a meaningful role in the definition and monitoring of public policies. Citizen participation emerged as a unanimous concern and a cross-cutting theme in an event that, by bringing together over five hundred people from twenty-six Ibero-American countries, can be seen as a strong reflection of the current state of the field in the region.

Since 2007, CTS has provided open and free access to all its contents, including the complete archive of its quarterly edition and the different products presented in its electronic platform. This decision is based on the belief that offering free access to published materials helps to build a greater and better exchange of knowledge.
In turn, for the quarterly edition, CTS allows institutional and thematic repositories, as well as personal web pages, to self-archive articles in their post-print or editorial version, immediately after the publication of the final version of each issue and under the condition that a link to the original source will be incorporated into the self-archive.
