A governança tecnocientífica na União Europeia

Resumo

Em resposta aos conflitos sociais relacionados a diversas tecnologias modernas, bem como à perda gradual da confiança dos cidadãos nos processos de controle e regulação, estão sendo introduzidas mudanças profundas nas políticas públicas europeias de ciência e tecnologia. Os sistemas de regulação deixam de funcionar segundo as diretrizes do “governo” e passam a assumir características da “governança”. A Comissão Europeia está promovendo mudanças que buscam “democratizar” a tomada de decisões e o uso do conhecimento especializado, intensificar a relação entre os atores sociais, reorganizar o processo de P&D&I em torno de “plataformas tecnológicas” e integrar o princípio da precaução nas políticas europeias. O caso da reformulação do sistema europeu de segurança alimentar mostra que, na prática regulatória, essas mudanças revelam-se ambivalentes. O desenvolvimento efetivo dessas iniciativas dependerá dos atores sociais (especialmente dos cidadãos e da sociedade civil) e de como eles aproveitam essa oportunidade para introduzir seus pontos de vista, valores e objetivos na tomada de decisões.
