Abstract

In March 2020, when the first cases of COVID-19 were detected in Uruguay, it became known that a set of very specific needs would have to be met quickly. On the control and monitoring side of the situation, samples had to be taken and analyzed. On the hospital care side, it was necessary to have mechanical fans and room disinfection systems. Each of these things, usually accessible through the market, suddenly disappeared from it. The hoarding policy of the highly industrialized countries left the countries of the South to their own devices in terms of devices to deal with the pandemic, long before vaccines offered relief.
